The City of Manassas is committed to making its digital services accessible to all users, including people with disabilities. The Scanned Plan Center has been designed to support the accessibility requirements of Section 508 of the Rehabilitation Act and the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA, which serve as the accessibility benchmark for state and local government websites under ADA Title II.
The City has performed an evaluation of this site using automated accessibility testing tools, including WebAIM WAVE and SSA ANDI, as well as manual keyboard navigation testing, which shows we have achieved Partial Conformance to WCAG 2.1 Level AA.
Partial conformance means that we will continue to finetune until all requirements of the accessibility standard are met. Please see the Known Limitations section below, which provides details on areas in which we strive to excel.
All user interface controls, including search, year browse, plan type filters, plan lists, and the sheet viewer, can be operated using the keyboard alone.
The page uses semantic HTML, ARIA labels, and live regions so screen readers can announce content changes such as search results and selected parcels.
Users can search by address, plan name, or plan ID, or browse by year. Each method works without requiring use of the map.
Text and interactive elements meet or exceed WCAG AA contrast requirements.
A "Skip to plan list" link is provided for keyboard users.
All interactive elements display visible focus indicators during keyboard navigation.
The site is responsive and includes a mobile layout with appropriately sized touch targets.
Wherever limitations are documented, alternative methods for accessing the same information are also made clear.
The parcel map is rendered using the Esri ArcGIS Maps SDK for JavaScript. Individual parcel features rendered within the map are not exposed as separately focusable elements and cannot currently be navigated directly using standard keyboard navigation.
Equivalent alternative: All information available through parcel selection on the map is also available through the Address Search function. Entering an address returns the same parcel information and associated plan list that would be available from selecting the parcel on the map, and the search workflow is fully keyboard accessible.
The plan documents in this archive are scanned images of historical drawings dating back to the 1970s. As image-based PDFs, their contents are not directly accessible to screen readers.
Due to the historical nature of these records, remediation of individual scanned documents may not be practical. Upon request, the City will make reasonable efforts, where feasible, to assist users in accessing information contained within a specific document.
Equivalent alternative: Plan metadata, including plan name, plan ID, year, sheet descriptions, associated parcels, and addresses, is available through the application interface and is accessible to screen readers. Users needing assistance with a specific plan may contact the GIS & Data Services Division using the information below.
Basemap imagery, including aerial photography and street map content, is provided by third-party services. While the City does not control the accessibility of the imagery itself, all plan search, retrieval, and document access functions are available without relying on map imagery.
